There are some good things in the proposed health care bill
Posted by gnome de plume in Health, Relaxed PoliticsI got this in an e-mail from Congress.org. I am especially excited about the extension of COBRA. That is what I have been asking for. It will help Mr. Gnome and me out until he is eligible for Medicare, which will be in 2013, when the other provisions will kick in anyway, at the earliest.
Tags: health care, Health care reform“To hear the rhetoric on both sides, you’d think the health-care overhaul in the Senate would change the U.S. system overnight.
In reality, most of the changes — such as the new health insurance exchanges and insurance mandates for individuals — would not take place until 2014 (or 2013 in the House version).
Still, a few provisions are set to begin next year, if the legislation passes.
Some of the most significant changes would extend existing programs and rules in order to immediately reduce the number of uninsured Americans. Others would end unpopular practices in the private insurance industry.
The measures are designed to build immediate support for the longer-term provisions in the bills, which could still be changed by future legislation. They will also provide President Barack Obama and Congressional Democrats with talking points going into the 2010 elections.
If the bill passes, expect to hear a lot more about these provisions in the near future.
Below, a few of the immediate changes:
* Insuring high-risk citizens. Both bills would create a $5 billion fund for temporary insurance for citizens with pre-existing conditions who have not been insured for at least six months. The program would end once the insurance exchanges begin in 2013 or 2014.
* Extending insurance for adult children. The House bill would allow parents to keep unmarried adult children on their health insurance until their 27th birthday; the Senate bill, until their 26th birthday. This would reduce the number of uninsured young adults.
* Extending insurance for the recently unemployed. Under current law, laid-off workers are allowed to continue buying their existing insurance through the COBRA program for up to 18 months. The bills would extend that coverage until the insurance exchanges begin.
* Ending lifetime limits on benefits. Both bills would end the lifetime caps on insurance coverage which have sometimes been used to deny payments to consumers with particularly expensive treatments. Both bills would also restrict annual limits on health-care benefits.
* Ending rescission. Insurance companies often cancel policies for consumers who require expensive medical care because they made honest mistakes on their medical histories. Both bills would prohibit insurance plans from canceling coverage except in cases of fraud.
* Starting to close the doughnut hole. Both bills would begin closing the so-called “doughnut hole” in Medicare Part D prescription drug coverage by providing an additional $500 in coverage starting in 2010. Over several years, the gap would be reduced until it was closed entirely.
* Taxing plastic surgery. The Senate bill would include a new 5 percent tax on elective cosmetic surgery. The tax is estimated to raise $5.8 billion over the next 10 years. It does not apply to cosmetic surgery to fix problems caused by accidents, disease or birth defects.”

Hmm… so I’d have to figure out if I can do without healthcare for 6 months to qualify for the new program. It could be worth it.
Can I repeat the for 1000th time how glad I am to have a job with teacher union benefits?
Just hope the good things make it through conference committee.
I have become an absolute slug this vacation week. And I am really liking it.
NDFG, have you been to the doctor for your fever stuff?
Hope Gnome is surviving the investment bankers.
Just heard that MM’s governor is going to the state dinner at the White House tonight. The menu sounds good.

I did survive!
I’m home! It was a long day, but very educational. I just wish I got architectural CEU’s for all that sitting.
@ sharonlee:
You are in finance, aren’t you? I have renewed appreciation for all the creative ways people have invented to fund projects and make money. It is really a bit scary after the meltdown caused by such “creativity.”
@ TJ:
If the Senate doesn’t fuck everything up.
That is a scary prospect – going without for six months. But I take it you do have a choice. If our COBRA is not extended, our only option is to go on Texas’ Sucky High Risk Pool Insurance which will cost twice what our halfway decent insurance costs now. Or we could try to go without for six months to qualify for the new program.
@ gnome de plume:
Our choice is continue to pay $1600 per month and go bankrupt, or try 6 months without and qualify. It’s awful tempting.
Evening y’all! Busy day at madgranny’s, I vacuumed 7 bedrooms, 2 parlors, the dining room, office and kitchen, cleaned a cabin, and raked leaves. We brought in the Christmas tree and stand in hopes of getting started on that tonight, but I’ve about run out of gas. The little guy is teaching Granny his version of Go Fish. It’s not quite the rules I remember, but he’s laughing his head off, so I guess he’s having fun
I didn’t know Piyush was going to the dinner tonight, I’m sure his wife will look stunning and he will look like a little kid playing dress-up in his daddy’s tux. The rest of the family is arriving tomorrow, so it’s going to be crazy for the next few days.
@ TJ:
You are assuming the new program would cost less than what you currently are paying. With the way Congress is protecting the insurance companies, I am not making that assumption. I don’t see a whole lot being done to rein in what insurance companies are charging the public. $1600 looks good compared to what we will pay for the “privilege” of being underinsured by our state. Maybe Gordon can weigh in and clarify things.
Madmom I am tired just reading that!

I just sent that to bluegal and Tengrain. Will let you know if one of them does a graphic.
Shoulda known. Tengrain already there.
Senator DiaperMan grows up…
@ Texas Betsy:
So madhubby has been taking care of yardwork (bazillions of leaves!!) and I’ve been doing inside stuff.
I’m more tired from doing it! Mom’s got a ruptured disc and is not supposed to be doing much, which is pretty much requiring us to tie her to a chair. Trouble is, we’ve got to untie her eventually and then there will be hell to pay! Plus step-dad got sick Friday night and ended up in the ER and was admitted for a couple of days. Turns out he got a bad case of food poisioning, and I wasn’t even here yet to cook anything
Gonna veg now, sure wish I had a glass of wine to chill out with. I almost brought some with me and decided against it
Just heard a great new term. “Creepublicans”
pellora upstairs
@ gnome de plume:
Sorry, I got nuttin’ to say on that one. For one, I’ve been busy, and two, the main action is now behind a very thick curtain. It will change before the Senate passes it, and it will change again in conference. The signal to noise ratio is fast approaching zero, and will remain there for a few weeks, at least. It’s all about posturing right now. Future generations will compare and contrast Joe Lieberman’s performance with that of Vivian Leigh in A Streetcar Named Desire.

Wine? A Bottle?
Sounds like ya need a 1.75 litre bottle of Jack Daniels and some 7-Up.
Or, ya could skip the soda . . .
